Meet the Command Staff

The Command Staff includes the Chief of Police, Brian Gulsby, Field Operations Captain Reginald Ardis, Administrative Captain Davey Smith, and 3 lieutenants, Lt. Jason Lazzari, Lt. Kristin Andrews, and Lt. Tobias Pearce.  Members of the staff individually perform as Executive Duty Officer (EDO) on weekends and holidays. Administrative and technical support is provided by our Administrative Assistant.

Police Chief Brian Gulsby

Chief Brian Gulsby began his law enforcement career with the University of South Alabama Police Department in 1995, moving to the Daphne Police Department in 1997. He served in the Patrol and Criminal Investigations Divisions, on the Special Response Team, as a firearms instructor and on the Baldwin County Major Crimes Unit. He was sworn in as Daphne's Police Chief in January 2023.

Chief Gulsby has a B.A. degree in Criminal Justice from the University of South Alabama and a M.S. degree in Justice Administration from the University of the Cumberlands. He is also a graduate of the 276th Session of the FBI National Academy and of the 2020-21 class of Leadership Baldwin County.

Captain David Smith •  Administrative/Support Services 

Captain David Smith is the Administrative and Support Services Captain. Captain Smith began his law enforcement career with the Daphne Police Department in 2001.  He was promoted to Patrol Corporal in 2007, and then to Patrol Sergeant in 2015. He briefly left the Patrol Division in August of 2017 and became the Sergeant in the Detective's Unit, before being promoted to Lieutenant in December of the same year and returning to the Patrol Division. In January 2025, Davey Smith was promoted to Captain. He will be over the Administrative hiring process for the PD as well as over the Corrections and Communication Divisions.

Captain Smith graduated from Fairhope High School in 1995 and attended the FBI National Academy in 2018. Captain Smith was a 2020 graduate of Leadership Baldwin County. He has also completed the the Law Enforcement Executive Development Association's trilogy program, FBI-LEEDA.

Captain Reginald Ardis • Field Operations

Captain Reginald Ardis supervises the Criminal Investigations Division and the Patrol Division. 

Captain Ardis began his career at Daphne Police Department as a Corrections Officer in 1997. In July of 1998, he was promoted to Patrol Officer and has been promoted through the chains as Patrol Corporal, Patrol Sergeant, Criminal Investigations Division Sergeant then Lieutenant. He is an FBI certified Firearms Instructor, and our Special Response Team Assistant Commander. He has been a Traffic Homicide Investigator and Crash Reconstructionist for 15 years. Captain Ardis is the principal instructor for the department's Basic Tactical Operations Course.

Captain Ardis is a graduate of  the FBI National Academy, Session 282.  He is also a 2020 graduate of Leadership Baldwin County.  Captain Ardis also serves as an adjunct Firearms Instructor at the Northeast Law Enforcement Academy.

Lieutenant Jason Lazzari • Criminal Investigation Division (CID)

Lieutenant Jason Lazzari is over the Criminal Investigation Division, which is comprised of the Detective Unit, the School Resource Officers, the Special Assignments Unit, and Code Enforcement. Lt. Lazzari was previously the Lt. over Support Services Division, which is comprised of the Jail, Communications Division, and Animal Control.  

Lt. Lazzari began his career with the Daphne Police Department in 2007.  He was promoted to Detective in 2014, Patrol Corporal in 2015, Patrol Sergeant in 2017, and Lieutenant in 2021.  He is an FBI certified Firearms Instructor, a certified Taser Instructor, a certified SFST Instructor, a certified SRT instructor, and our Special Response Team Assistant Commander. 

Lt. Lazzari graduated from Daphne High School in 2002 and Huntingdon College in 2006 with a B.A. degree.  He is also a 2022 graduate of Leadership Baldwin County.

Lieutenant Kristin Andrews, Patrol

Lt. Kristin Andrews is over the Patrol Division. Lt. Andrews was hired in June 2013.  Lt. Andrews is the first female to achieve the ranks of Patrol Corporal (2017), Patrol Sergeant (2021), and Lieutenant (2022).  Lt. Andrews has served as an FTO, Assistant Team Commander of SRT, and Firearms Instructor.  She is also a certified SRT instructor.

Lt. Andrews graduated from the University of South Alabama with her BSN.  She is a 2024 graduate of Leadership Baldwin County and has completed the trilogy program of the Law Enforcement Executive Development Association (FBI-LEEDA).

Lieutenant Tobias Pearce, Support Services

Lt. Tobias (Toby) Pearce is over the Support Services Division.  Lt. Pearce was hired in April of 2003 as a Corrections Officer.  He obtained his APOSTC certification in 2005 and was assigned to the Patrol Division.  Through the years, Lt. Pearce has served Daphne PD as a Detective, an SRO, the Community Resource Corporal, a Patrol Sergeant, and the Community Resource Sergeant.

Lt. Pearce is certified as a Firearms Instructor and Basic SWAT Operator through the FBI.  He served on Daphne PD’s Special Response Team for 14 years.  He is also a certified ALICE, DARE, and LEAD instructor.  Lt. Pearce is recognized as a NASRO Certified National Practitioner.  He is the Southern Region Coordinator for Alabama Law Enforcement Torch Run for Special Olympics.  

Lt. Pearce is a member of Leadership Baldwin County 2025 and has completed The Leadership Trilogy program of the Law Enforcement Executive Development Association (FBI-LEEDA).
