Vendor Registration

 
The goal of the City of Daphne purchasing division is to procure materials, supplies, equipment and services at the lowest possible cost consistent with the quality needed to provide the very best service to the public.  To assist in this mission, the City has implemented an online bidder Notify Me registration system.  The Notify Me registration system allows the vendor to register and update their information at any time and to receive notifications of bid opportunities for the bid categories selected during registration.  Vendors will need a valid e-mail address and will need to select the category codes that best describes the products or services they provide.  If vendors register using employee specific e-mail addresses the City  encourages the vendor to also setup a general mailbox e-mail address, in the event the employee specific e-mail address is deactivated or no longer monitored.  The Vendor is responsible for keeping their contact information up to date.

For all Construction bid categories and bids that fall under the Public Works bid law, please complete and submit the Vendor Bid Form in addition to registering through Notify Me.  If you would like to receive the notification by mail in addition to electronically.  Only vendors for the Public Works/Construction bids will  be sent the same notice of advertisement by mail that is submitted electronically by e-mail.  Vendors are directed to the City of Daphne webpage to view posted specifications.

E-Verify

E-Verify is an Internet-based system that allows businesses to determine the eligibility of their employees to work in the United States. Bid Opportunities

To view open and closed bids, click here or "Bids" at the bottom of this page. The City will make every effort to notify registered vendors by e-mail that an addendum has been issued. It shall be the responsibility of each bidder, prior to bid submittal to visit the City of Daphne Purchasing website or contact the purchasing division to determine if addenda were issued and to obtain such addenda.

Surplus Vehicle / Equipment Sales

The City of Daphne periodically posts items online with GovDeals, as they are declared surplus and made available for public sale. Bidders can register online with GovDeals.com to view surplus items available for sale.

Purchasing Procedures

The City of Daphne is bound by purchasing laws which are set forth by the State of Alabama and the City of Daphne purchasing policies.  Though not all aspects of procurement can be covered in a brief summary, the guide below should provide vendors with enough information to know what to expect under normal circumstances for most goods and services.  Depending on the amount of the purchase the following is required: 

  • Informal Quotes for Supplies/Materials ($500-$14,999) – Three (3) written quotations.  For goods and services estimated to cost less than $15,000 the City uses more informal methods based on competitive principals but taking less time and expense.  Informal quotations and proposals may be requested and received by e-mail or other unsealed methods.  Sales visits to departments shall be by appointment and coordinated with the specific department.  Vendors, however, may leave/send literature for all departments to City Hall for internal mail distribution to the specified departments. Vendor must provide adequate number of copies for distribution to departments.
  • Formal Bids ($15,000 or more) and all Public Works Capital Bid projects (50,000 or more) – Advertise as required by State of Alabama Bid Law and notices for bids by category are sent to all on the Bidders List.
